have to get some Democrats on their side.
The budget bill passed today included a lot of extra defense spending. In return
for scratching the Republicans’ back, Democrats secured a slew of spending and
tax credits on health care, education, and clean energy. Some of these had huge
Republican support, such as the 45Q tax credits for carbon capture and 45J
nuclear-power production credits.

Health Care Law He Just Signed
After gleefully signing the VA Mission Act into law last week, Trump is now
refusing to fund it.
The Choice Act has caused even longer wait times for veterans and has diverted
funds from the Veterans Health Administration (VHA) budget that could have been
used to remediate the agency’s long-standing capacity problems—the agency is
currently operating with over 36,000 vacancies.
“This bill provides $5 billion for the Choice program,” Sen. Sanders said in a
statement announcing his opposition. “It provides nothing to fill the vacancies
at the VA. That is wrong. My fear is that this bill will open the door to the
draining, year after year, of much needed resources from the VA.”
The Trump administration was closely involved in shaping the bill and getting it
passed, and the president signed the bill on the 74th anniversary of D-Day while
casting it as a fulfillment of the nation’s moral obligation to those who have
served.
After Trump signed the VA Mission Act into law, it entered the guardianship of
the executive branch. Immediately, the White House began backtracking on some of
the law’s requirements, and now advocates are worried that key statues could be
misinterpreted or implemented so to further the conservative fever dream in
which the only choice left for veterans seeking health care is the private
sector.

September 11: Congress agrees on biggest VA
budget yet, but leaves long-term MISSION Act funding unclear
The Veterans Affairs Department is on track to receive its biggest budget yet,
but the agency still doesn’t have a firm, long-term
funding path for its new community care program.
A joint congressional conference committee approved $86.5 billion in
discretionary funding for VA in 2019, a new high for the department. It’s
part of lawmakers’ agreement on a “minibus” of bills, which also include
appropriations for energy and water, military construction and the legislative
branch.
Congress also agreed to give VA $1.75 billion in discretionary funding to cover
community care costs under the VA MISSION Act, which Congress passed earlier
this summer. That total is $500 million above what the department originally
requested, due to “unanticipated costs in VA’s traditional community care
programs,” the conference
report on the appropriations bill reads.
The president finalized the bill at a ceremony held in the North Las Vegas VA
Medical Center, surrounded by federal officials and local veterans. He praised
the massive spending measure as
another promise kept by his administration.
“With this funding bill we have increased the VA’s budget to the largest ever,”
he said. “We are delivering the resources to implement crucial VA reforms.”
