May 24: As of 17 May 2017, President Trump had signed 34 bills passed by Congress, a comparatively high number in such a short period of time (since Franklin Delano Roosevelt, who signed 76 pieces of legislation in his first 100 days, only Harry Truman, at 55, signed more).

That’s not to say that all of the legislation signed by Trump between January and May 2017 was necessarily noteworthy, however. [For example,] One bill changed the name of a Veterans Affairs outpatient clinic in Pago Pago, American Samoa; another renamed a VA health center in Pennsylvania; another approves the location of a memorial honoring Desert Storm and Desert Shield veterans; three appointed citizen regents to the board of the Smithsonian Institution.

Nor should it be assumed that Trump’s signing of a given bill meant he or his administration was actively involved in its passage. Thirteen such bills nullifying federal regulations enacted during the Obama administration (such as H.J. Res. 69, reversing a U.S. Fish and Wildlife rule pertaining to Alaska’s National Wildlife Refuges and S.J. Res. 34, reversing FCC Internet privacy rules) were rushed through Congress and quickly signed because they made use of the Congressional Review Act of 1996, which imposes a 60-day limit on the time allowed to overrule previously passed laws.

October 16: ... the President has begun making as many changes as he can unilaterally. He announced he was ending the Deferred Action for Childhood Arrivals program, which protected young immigrants brought to the US illegally as children.

Last week, he began to chip away at Obamacare with an executive order that overhauls the insurance system. He chased it with an announcement that the administration plans to end subsidies to insurance companies that help low-income Americans pay for health care.

Still, the moves fall short of a signature legislative accomplishment. They also risk charges of hypocrisy after Republicans, including Trump, spent years hammering Obama for governing via pen and phone rather than through Congress.

May 30: Trump signs right-to-try legislation, making controversial measure law of the land

Surrounded by patients with life-threatening illnesses and their families, Trump used the 30-minute signing ceremony to make lofty promises about how “tremendous” the new law would be. He promised it would help scores of people get faster “access to experimental treatments that could improve or even cure their conditions.”

Opponents of the law say Trump’s promises to help thousands or even hundreds of thousands are grossly unrealistic. It isn’t clear that any patients have successfully utilized the dozens of state laws that attempt to give patients a similar pathway for expanded treatments.

August 18: On Friday, President Donald Trump signed into law the Food and Drug Administration Reauthorization Act of 2017, legislation that includes the Over the Counter Hearing Aid Act designed to provide greater public accessibility and affordability with over-the-counter (OTC)  hearing aids.

The OTC Hearing Aid Act is designed to enable adults with perceived mild-to-moderate hearing loss to access OTC hearing aids without being seen by a hearing care professional. The new law, which was introduced in March by Senators Elizabeth Warren (D-Mass) and Chuck Grassley (R-Iowa), was passed by the US House on July 12 and the US Senate on August 3. It also comes on the heels of the elimination of the “physician waiver” system which had required consumers first to seek a physician for a medical evaluation or sign a waiver prior to obtaining a hearing aid.

October 24: President Trump has signed a wide-ranging bill into law aimed at reducing addiction and deaths from opioids, an issue his administration has called a public health emergency.

The 650-page-plus bill signed Wednesday is meant to tackle the crisis, giving healthcare workers more latitude to respond, and allocates roughly $8.5 billion in funding authorized in appropriations bills passed earlier this year.

November 30: After years of being overlooked by the music industry’s rapid adoption of streaming and bigger royalties, independent artists may finally see a bigger slice of the pie, thanks to a new laws that govern digital music and royalty payments.

Back in October, President Donald Trump signed the Music Modernization Act (MMA) — a sweeping piece of legislation that updates copyright laws and ensures that artists will be better compensated for streaming.

The MMA updates current copyright law to fit better into the digital age by doing a few things: It allocates royalties to music producers, updates licensing rules for streaming to make sure rights-holders are paid in a more efficient fashion, and ensures that artists receive royalties on songs that were recorded before 1972. The act creates the Music Licensing Collective, an organization that is slated to start collecting and distributing royalties starting in 2021.
