The Children’s Health Insurance Program (CHIP) provides health coverage to
eligible children, through both Medicaid and separate CHIP programs. CHIP is
administered by states, according to federal requirements. The program is funded
jointly by states and the federal government.
The program came in response to the failure of
comprehensive health care reform proposed in 1993 by President
Bill
Clinton.

Trump tweeted early Thursday that Congress shouldn’t attach funding for the
Children’s Health Insurance Program (CHIP) to a short-term budget bill.
But attaching CHIP funding to a short-term budget bill is literally the plan
that congressional Republicans are currently pushing on Capitol Hill.
Congress needs to pass at least short-term government funding by Friday or the
government will shut down.

Democrats Threw Children’s Health Care Under The Bus
After all their talk about its importance, it was Democrats who left a 6-year
funding package for the Children's Health Insurance Program on the table, not
Republicans.
In the budget negotiations on Friday Democrats faced two options. The first was
to fully fund the Children’s Health Insurance Program for 6 years, keep the
government open and keep negotiating on DACA. The second was to not fund CHIP,
shut down the government and keep negotiating on DACA. The Democrats chose the
greater of two evils. In the hope of gaining political traction, they shot down
funding for a program they have said is crucial.
