$110 billion arms deal with Saudi Arabia on Saturday [initiated by President
Barack Obama], his deputies’ spirits soared. Policy advisor Jared Kushner high-fived
National Security Advisor H.R. McMaster as he entered the room where they held
talks with Saudi officials. Aide Gary Cohn told pool reporters the deals
represented “a lot of money. Big dollars. Big dollars.”
The weapons sale was one of the largest in history, totaling close to $110
billion worth of tanks, artillery, radar systems, armored personnel carriers,
and Blackhawk helicopters. The package also included ships, patrol boats,
Patriot missiles, and THAAD missile defense systems.
Much of that military hardware will likely be pressed into service in the Saudi
fight against its neighbor Yemen, where more than 10,000 people have been killed
over more than two years of heavy airstrikes and fighting.

October 25: The US military conducted two
airstrikes targeting ISIS in Yemen on Wednesday, killing nine ISIS militants,
according to US Central Command, which oversees US troops in the region.
This is only the second time the US has targeted ISIS in Yemen with a series of
strikes, suggesting US planners are increasingly concerned about the terror
group's presence there.

Now in its fourth year, the
war in Yemen shows no signs of abating and may be escalating. In recent weeks,
the northern Yemeni armed militia and political movement known as the Houthis1 (Ansar
Allah in Arabic) have launched
several missile attacks into Saudi Arabia, while the Saudi-led coalition, a
multinational grouping of armed forces primarily led by Saudi Arabia and the
United Arab Emirates (UAE), has continued to conduct air strikes inside Yemen.
According to the Yemen Data Project, the coalition has conducted over 16,000 air
strikes in Yemen since 2015.
Although both the Obama and Trump Administrations have called for a political
solution to the conflict, the wars’ combatants still appear determined to pursue
military victory. They also would appear to fundamentally disagree over the
framework for a political solution. The Saudi-led coalition demands that the
Houthi militia disarm, relinquish its heavy weaponry (ballistic missiles and
rockets), and return control of the capital Sana’a to the internationally-recognized govern-ment of President Abdu Rabbu Mansour Hadi, who
is in exile in Saudi Arabia. The coalition cites international consensus for
these demands, insisting that the conditions laid out in United Nations Security
Council Resolution (UNSCR) 2216 (April 2015) should form the basis for a
solution to the conflict.5 The Houthis reject UNSCR 2216 and seem determined to
outlast their opponents while consolidating their control over northern Yemen.
Since the December 2017 Houthi killing of former president Ali Abdullah Saleh, a
former Houthi ally, it would appear that there is no single Yemeni rival to
challenge Houthi rule in northern Yemen.

Senators on Tuesday accused the Trump administration of handing a blank check to
Saudi Arabia in its 3-year-old war in Yemen despite a stalemate on the

11: Yemen's Warring Sides Shake Hands On Deal To Swap Thousands Of
Prisoners
There were scenes of raised hands and smiles from Yemen's warring sides as they
met Tuesday in a Swedish castle for U.N.-brokered peace talks. The two sides
announced they will exchange thousands of prisoners in late January — a move
that could be a small step toward relieving the suffering of millions of Yemenis
caught in civil war.
The swap will reportedly involve some 15,000 prisoners. According to Reuters,
envoys said it "would be conducted via Houthi-held Sanaa airport in north Yemen
and government-held Sayun airport in the south — a process overseen by the
United Nations and the International Committee of the Red Cross."

A former top fundraiser for U.S. President Donald Trump suffered another legal
setback on Friday in his efforts to pin the
blame on Qatar for a hack of his emails, as a judge tossed his lawsuit
against a veteran
United Nations diplomat.
Elliott Broidy, a businessman who held senior finance posts in Trump’s 2016
presidential campaign and his inaugural committee, sued Jamal Benomar in July,
claiming he orchestrated the dissemination of hacked emails to media outlets.
Benomar, a British citizen born in Morocco and a former U.N. special envoy for
Yemen, had
denied involvement and sought to get the lawsuit thrown out by asserting
diplomatic immunity, a status confirmed by the Trump administration last month.
Siding with Benomar, Manhattan federal District Judge Cathy Seibel on Friday
dismissed the case, court records show.

30: U.S. lawmakers said on Wednesday they expect
Congress will pass a resolution ending U.S. involvement in the Yemen war, which
would force President Donald Trump to issue the first veto of his presidency in
order to continue supporting the Saudi-led coalition.
Republican and Democratic senators and representatives said on Wednesday they
were re-introducing a war powers resolution that passed the Senate by 56-41 in
December, a rebuke of Trump amid anger at Saudi Arabia not just over civilian
deaths in Yemen, but also the killing of Saudi journalist Jamal Khashoggi at a
Saudi consulate in Turkey.
The lawmakers - an alliance of progressive Democrats and Republican
constitutional conservatives - deplored the “humanitarian disaster” in Yemen but
also said they wanted Congress to reassert its constitutional authority to
decide whether the United States should be involved in military conflict.
