the Russia and Moldova Jackson–Vanik Repeal and Sergei Magnitsky Rule of Law
Accountability Act of 2012, is a
bipartisan bill passed by the
U.S. Congress and signed into law by President
Barack
Obama in December 2012, intending to punish Russian officials responsible
for the death of Russian
tax accountant
Sergei Magnitsky in a
Moscow prison
in 2009.
Since 2016 the bill, which applies globally, authorizes the US government to
sanction those who it sees as human rights offenders, freezing their assets, and
ban them from entering the U.S.[1]

Jamal Ahmad Khashoggi (13 October 1958 – 2 October 2018) was a
Saudi Arabian
journalist, dissident, author, and a former general manager and editor-in-chief
of
Al-Arab News Channel who was assassinated at the
Saudi Arabian consulate in Istanbul on 2 October 2018 by agents of the Saudi
Government.[6]
He also served as editor for the Saudi Arabian newspaper
Al Watan, turning it into a platform for Saudi Arabian progressives.[7]
Khashoggi fled Saudi Arabia in September 2017 and went into self-imposed
exile. He said
that the Saudi Arabian government had "banned him from Twitter",[8]
and he later wrote newspaper articles critical of the Saudi government.
Khashoggi had been sharply critical of Saudi Arabia's
crown prince,
Mohammad bin Salman, and the country's
king,
Salman of Saudi Arabia.[9]
He also opposed the
Saudi Arabian-led intervention in Yemen.[10]
Khashoggi entered the
Saudi Arabian consulate in Istanbul on 2 October 2018, but did not leave the
building. Amid news reports claiming that he had been killed and
dismembered inside, an inspection of the consulate, by Saudi Arabian and
Turkish
officials, took place on 15 October. Initially the Saudi Arabian government
denied the death, claiming Khashoggi had left the consulate alive, but on 20
October admitted that
Khashoggi was killed inside the consulate, claiming he had been strangled to
death after a fight had broken out.[11]
This was later contradicted when, on 25 October, Saudi Arabia's
attorney general stated that the murder was
premeditated.
On 16 November 2018, the Washington Post [for which Khashoggi worked] and other
news media reported that the
CIA
had concluded Saudi Crown Prince Mohammed bin Salman ordered Khashoggi's
assassination.[12]
On 20 November 2018, this conclusion was disputed by US President Donald Trump,
who stated that the investigation had to continue.[13]

According to a report by AP News journalist Raphael Satter, Citizen Lab
researchers who reported in October 2018, that
Israeli NSO
Group surveillance software was used to spy on the "inner circle" of Jamal
Khashoggi just before his murder, "are being targeted in turn by international
undercover operatives." Citizen Lab October report revealed that NSO's
"signature spy software" which had been placed on the iPhone of Saudi dissident
Omar Abdulaziz, one of Khashoggi’s confidantes, months before. Abdulaziz said
that Saudi Arabia spies used the hacking software to reveal Khashoggi's "private
criticisms of the Saudi royal family". He said this "played a major role" in his
death.[28][29]

November 21: President-elect
Donald Trump registered eight companies during his presidential
campaign that appear to be tied to hotel interests in Saudi Arabia ... The
companies were registered under names such as THC Jeddah Hotel and DT Jeddah
Technical Services, according to financial disclosure filings.
Trump has in the past said he wants to protect the oil-rich Arab kingdom.
During a rally on August 21, the day Trump created four of those companies, he
said he gets along well with Saudi Arabia.
"They buy apartments from me," Trump said during the Alabama rally. "They spend
$40 million, $50 million. Am I supposed to dislike them? I like them very much.
In
January of this year, Trump said

October 12: The
Turkish government has told U.S. officials that it has audio and video
recordings that prove Washington Post columnist Jamal Khashoggi was killed
inside the Saudi consulate in Istanbul this month, according to U.S. and Turkish
officials.
The recordings show that a Saudi security team detained Khashoggi in the
consulate after he walked in on Oct. 2 to obtain an official document before his
upcoming wedding, then killed him and dismembered his body, the officials said.
The audio recording in particular provides some of the most persuasive and
gruesome evidence that the Saudi team is responsible for Khashoggi's death, the
officials said.
"The voice recording from inside the embassy lays out what happened to Jamal
after he entered," said one person with knowledge of the recording who, like
others, spoke on the condition of anonymity to discuss highly sensitive
intelligence.
"You can hear his voice and the voices of men speaking Arabic," this person
said. "You can hear how he was interrogated, tortured and then murdered."
A second person briefed on the recording said men could be heard beating
Khashoggi.

President Donald Trump has until the end of Friday to determine whether new
sanctions should be imposed on Saudi Arabia due to the murder of journalist
Jamal Khashoggi, but he may opt to ignore the matter altogether,
Bloomberg reports.
The Senate Foreign Relations Committee sent a letter to the White House in
October to demand Khashoggi’s death be investigated and determine whether these
new sanctions would be necessary. Trump has not yet responded to the request,
and—according to an official who spoke to Bloomberg—he doesn’t have to.
While the deadline for a response is Friday, the White House has the power to
ignore congressional committee requests when the president deems it appropriate.

Saudis
Tom Barrack, a key donor and friend of President Donald Trump attempted to
justify the killing of Washington Post journalist Jamal Khashoggi Tuesday,
arguing that the US does not have the moral authority to criticize Saudi Arabia
due to its own record of "atrocities."
"Whatever happened in Saudi Arabia, the atrocities in America are equal or worse
than the atrocities in Saudi Arabia. The atrocities in any autocratic country
are dictated by the rule of law," he said.
"So for us to dictate what we think is the moral code there when we have a young
man in a regime that's trying to push themselves into 2030, I think is a
mistake," Barrack added.
Oklahoma Republican Sen. James Lankford told CNN's John Berman Wednesday that
Barrack's comments were unacceptable.
"There is never a time that you can go murder a journalist in a foreign country,
dismember them and carry their body off and say that somehow that's
justifiable," Lankford said.
"It never, ever is justifiable and it doesn't equate to anything that's happened
in the United States where we stand up for the free press," he added.
Barrack released a statement on Wednesday saying he apologized "for not making
it clear at the time that I consider the killing reprehensible."
