Buy American and Hire American: Putting American Workers First

On April 18, 2017, President Trump signed the Buy American and Hire American Executive Order, which seeks to create higher wages and employment rates for U.S. workers and to protect their economic interests by rigorously enforcing and administering our immigration laws. It also directs DHS, in coordination with other agencies, to advance policies to help ensure H-1B visas are awarded to the most-skilled or highest-paid beneficiaries.

USCIS is working on a combination of rulemaking, policy memoranda, and operational changes to implement the Buy American and Hire American Executive Order. We are creating and carrying out these initiatives to protect the economic interests of U.S. workers and prevent fraud and abuse within the immigration system.

July 21: Though the White House launched its "Made in America" initiative earlier this week to promote American jobs and products, President Donald Trump's businesses have again taken steps to hire foreign workers.

Trump's Mar-a-Lago Club and his golf course in Jupiter, Florida, have filed documents to bring in additional foreign workers under the H-2B visa program, which allows foreigners to fill temporary non-agriculture jobs in the United States that supposedly cannot be filled by US workers.

July 11: The Trump administration last month confirmed its intent to rescind a policy that allows spouses of highly skilled guest workers to seek employment in the U.S. This would force roughly 105,000 mostly-female spouses into unemployment as they wait years in line for their green cards.

August 1: President Donald Trump was lauded by inner-city pastors, including one who said he may go down as the “most pro-black president” in recent history, during a White House roundtable on Wednesday that was focused on efforts to reform the prison system.

Trump told the group, which included pastors and bishops from across the country, that his administration has been making progress on efforts to make it easier for prisoners to re-enter society and find work.

“When we say hire American, we mean all Americans,” Trump said.

Some [countries of manufacture] are easy to trace, like the set of two “exquisite” Riedel red wine glasses ($48). Made in Europe, Riedel describes the machine-blown glassware as part of its “starter” Degustazione collection and can be found elsewhere online for $4.99 each.

After Nabisco sent some factory jobs from the US to Mexico in 2016, Trump responded by saying he would no longer eat Oreos, a Nabisco product. December 5: The proposed restructure of the infamous H-1B temporary foreign worker visa program that has been used by Silicon Valley to dump U.S. tech workers is another example of President Trump honoring his "Buy American and Hire American" executive order

The Department of Homeland Security's December 3 proposed regulatory filing to merge the H-1B's 65,000 temporary foreign worker allotment with the 20,000 specialty occupations exemption allotment, and then require applicants to electronically pre-register, would effectively end outsourcing of routine U.S. jobs, such as health therapists, pharmacists, teachers, fashion designers, and software programmers to foreign workers.
