People across the political spectrum have proposed various reforms to the process of government spending: One of these is simply to limit the amount of money that the government spends.[3] A second reform would be to increase government oversight.[3] A third proposal is to implement tax choice. This latter approach was satirized in a 1990 column by New York Times writer Russell Baker: "I have no doubt that the public, with its strongly satirical view of Federal spending, would send in so many tax returns marked Use for $600 toilet seats only that the Pentagon would soon have to distribute overpriced toilet seats free to the homeless, as the Agriculture Department once had to give away cheese to make storage space available for more excess cheese being bought with the taxpayer's famous dollar."[4]

Beagle blinding, killing leaves animal experimentation proponents on the defensive

CBS News’ recent exposure of waste of your and my tax dollars on a cruel experiment designed in such a way as to be ineffective before it was even begun may be the single-most critical event in the fight to stop government funding of animal experiments in months, or even years.

For those unfamiliar, the University of Missouri is being sued for allegedly blinding, and then killing when the experiment went awry, six beagles. Prior to their deaths, the six dogs—a number insufficient to provide any meaningful scientific insight—had acid dripped into their eyes. The experiment, like so many others, was paid for using your and my tax money, and generated a huge amount of media attention and social media chatter.

Now, it appears that groups and individuals known for advancing spurious theories ... are stepping up their advocacy for this kind of nonsense, which remains completely indefensible—on scientific inquiry, fiscal responsibility, and anti-cruelty grounds. Americans who care about how government spends our money, about animal rights, and about real scientific inquiry that informs and pushes the boundaries of human knowledge, should be on guard and not buy what’s being sold.

March 13:
Trump signed the measure in the Oval Office, telling reporters it requires a “thorough examination of every executive department and agency” to find out “where money is being wasted [and] how services can be improved.”

The order does not seek a set amount of cuts, but it could result in a push to eliminate entire federal agencies or dramatically cut the size of the federal workforce. 

Office of Management and Budget Director Mick Mulvaney will oversee a government-wide review, which will involve outside experts as well as federal officials. 


Presidential budgets usually amount to nothing more than a starting point for Congress, and critics in both parties say Trump’s plan contains cuts that are too deep and ignores entitlement programs that are the main driver of the national debt. 

But Trump has repeatedly indicated that he wants to take an ax to the federal government, something that could spark major controversy in the weeks and months ahead.

In October 2015, when he was a very, very long shot for the Republican nomination, Donald Trump the businessman promised to make the military “much stronger than it is right now” without increasing military spending. “But you know what?” he declared, “We can do it for less.”

In September 2016, as the Republican nominee, Donald Trump the politician dramatically reversed his position. He now proposes a massive increase in military spending. And instead of making the military more efficient by cutting Pentagon waste, Trump will “fully offset” the increase in military spending by reducing spending on non-defense programs through reducing their “government waste and budget gimmicks.”

For an idea of what that might entail for non-defense spending, consider the Republican budget blueprint passed by the House in early 2015 (no Democrat voted in favor). To offset a significant increase in military spending, the New York Times reports, Medicaid would be cut by $900 billion. Spending on the food stamp program would be shrunk by hundreds of billions of dollars. Spending for Pell Grants for college, job training and housing assistance would be slashed.

While arguing for devastating cuts to services that millions of Americans depend on, several Cabinet members have engaged in extravagant—and at times legally questionable—spending on themselves at the taxpayer’s expense. Public service requires a respect for and responsible stewardship of public resources. But, based on public information to date, the Cabinet has spent nearly $2 million on questionable flights and private office upgrades. For scale, these expenditures are more than 33 times what the average American family earned in 2016.

June 1:
EPA paid $1,560 for 12 fountain pens

A close aide to Scott Pruitt last year ordered a set of 12 fountain pens that cost the Environmental Protection Agency $1,560, according to agency documents.

Each $130 silver pen bore the agency's seal and Administrator Pruitt's signature, according to the documents, which were obtained by the Sierra Club through a Freedom of Information Act request.

"Yes, please order," an aide wrote.

The order from the Washington shop Tiny Jewel Box also included a set of journals that cost $1,670.

Under the previous two administrations, the federal debt has tripled. The last Bush administration began with a $5.7 billion national debt and ended with $10.7 trillion. By the end of the Obama Administration, the debt had reached $19.5 trillion. Today, our national debt exceeds $21.5 trillion.

Our recent investigations and oversight reports show that the president has a target-rich environment. Here is a small sample of our findings:

The federal government doled out more than $600 billion in grants last year; many produced little value for taxpayers. A $1.4 million grant funded sex-education for California prostitutes, another one studied “where it hurts the most to be stung by a bee.” And a $1 million grant sought to prepare religions for the discovery of extraterrestrial life. Lastly, NASA spent $2.5 million to produce “Space Racers,” an animated children’s cartoon. The American taxpayer paid for a $9.2 million grant to the airport on Martha’s Vineyard in Massachusetts.
