Undated: In
international relations, aid (also known as international aid,
overseas aid, foreign aid or foreign assistance) is – from
the perspective of governments – a voluntary transfer of
resources from one
country to
another.Aid may serve one or more functions: it may be given as a signal of
diplomatic
approval, or to strengthen a
military
ally, to reward a
government
for behaviour desired by the
donor, to
extend the donor's cultural influence, to provide
infrastructure needed by the donor for resource extraction from the
recipient country, or to gain other kinds of
commercial
access. Countries may provide aid for further diplomatic reasons.
Humanitarian and
altruistic
purposes are at least partly responsible for the giving of aid.[a]

July 24: 3 Quotes from Donald Trump About Foreign Aid
https://borgenproject.org/quotes-from-donald-trump/
November 8: Where do Trump and Clinton stand
on foreign aid?
Foreign aid represents roughly 1 percent of the federal budget. Politicians in
both political parties support it, leading to a relatively steady budget year to
year. Candidates are rarely asked about it, nor do they bring it up in speeches
across the country.

February 7: Concerns that the Trump
administration will dramatically cut foreign aid and withdraw from global
development has many in the aid community on edge. Some fear that the U.S.
Agency for International Development (USAID), with its $27.2 million annual
budget, will be abolished completely, or diminished and folded into the State
Department ...

May 20: [In an Ipsos poll] more than a third
of respondents overestimated what the U.S. spends on international institutions
like the United Nations. Only 15 percent answered correctly that the U.S.
contributes about a fifth of the UN's regular budget.

breathtakingly cruel – cuts like these will kill people'

July 27: What "America First" means for U.S.
foreign aid
When President Trump
unveiled his budget proposal in May,
one thing was clear: “America First” meant fewer funds for foreign assistance.
The president is pushing to reduce foreign aid by up to 37 percent and there are
reports that some officials in the administration are seeking to merge USAID
with the State Department.

August 16: The Trump administration is
considering taking back more than $3 billion in foreign aid that Congress
already approved, in a move that senators from both parties are calling
questionably legal and promising to resist.
The Office of Management and Budget instructed the State Department and the U.S.
Agency for International Development earlier this month to provide a balance
sheet of foreign aid projects that have not yet been funded. Unless Congress
intervenes, the money may be returned to the U.S. Treasury at the end of fiscal
year on Sept. 30.
A scramble is on to allocate the money before the administration announces the
expected change, which would freeze the billions of dollars left.

August 31: The Trump administration has been
withholding aid to the United Nations' program for Palestinian refugees. It's
expected to make the cuts final in what could be an attempt to undercut
Palestinian positions in any future peace deal.

August 24: The decision is almost certain to
exacerbate the dire humanitarian situation in Gaza. More than 2 million
Palestinians are packed into the Gaza Strip, which suffers deep economic
hardship.
Jordan, which hosts the largest number of Palestinian refugees in the Middle
East outside Palestinian territories, warned this month that a severe financial
shortfall facing UNRWA could have a “catastrophic” impact on the lives of
millions of refugees in the region.

March 29: Foreign Aid Was a Big Winner in
the Budget Trump Signed Last Week
Essential programs around the world will receive the funding they need.
For months, it looked like US foreign aid would face massive cuts, imperilling
programs that support education in disaster zones, food relief in famines, and
maternal health.
But, thanks to bipartisan leadership from US Congresspeople and Senators, those
concerns have dissipated — for now.

aid to countries that send 'not their best' people

August 17: The White House budget office
believes it has found a way to cancel about $3 billion in foreign aid even if it
is never approved by Congress, according to a Republican aide familiar with the
plan.
Using an obscure budget rule, administration officials are planning to freeze
billions of dollars in the State Department’s international assistance budget —
just long enough so the funds will expire. The current plan involves about $3
billion, though officials are said to have discussed as much as $5 billion.

October 16: President Trump Embraces Foreign
Aid After Trying to Gut It
... cuts were
rejected by bipartisan Congressional opposition; appropriations remained at
about the same level as during the Obama administration.
Now the Trump administration has created a development assistance entity, the
U.S. International Development Finance Corporation (IDFC), with a budget of $60
billion. Unlike OPIC, IDFC will have the ability to make equity investments and
to make loans in local currency, reducing investor currency exchange risk.
The IDFC will likely be
more competitive than OPIC, and it will have a much larger budget. However,
in many ways the IDFC is an improvement and rebranding of OPIC, rather than
something radically different. In that sense, it is reminiscent of the
rebranding with improvements of the North American Free Trade Agreement (NAFTA)
that resulted in the United States–Mexico–Canada–Agreement (USMCA). What is
really new and significant about IDFC is its much larger budget, and that
President Trump will preside over its creation.
