Undated:  Carlton Milo Higbie IV (born April 23, 1983) is an American pro-Donald Trump political operative and former Navy SEAL. He served two tours of duty in Operation Iraqi Freedom, reaching the rate of Special Warfare Operator, First Class. He has written two books about his experiences, and has regularly appeared as a commentator on Fox News and CNN.

Higbie was Director of Advocacy for America First Policies,[1] a group that promotes Donald Trump's policy agenda.[2] In August 2017, Higbie was selected to serve as the chief of external affairs for the Corporation for National and Community Service, but resigned in January 2018 after racist, sexist, anti-Muslim, and anti-LGBT comments and comments about fellow veterans with PTSD came to light.[3][4] Before that he served as a spokesperson for Great America PAC, which supported the Trump's presidential candidacy and assisted his transition info office.

February 10: White House Has Interviewed Carl Higbie for Press Secretary

It’s unclear what this means for Sean Spicer.

Higbie, a former Navy SEAL, is close with the Trump family, particularly Eric Trump, whom he met in the green room after appearing on the Kelly File last year. He was one of the first official surrogates for the president on the campaign trail. He was also spokesman for the Great America PAC, which purported to earmark donations “from the grassroots” for the Trump campaign.

Higbie sparked the wires this week after stating on CNN that Senator John McCain — with his own history of “crashing planes” in Vietnam — should apologize for suggesting that the Yemen raid was “unsuccessful.” He found himself in a heated Twitter exchange with Meghan McCain, the senator’s daughter, over his comments.

February 13: Former Navy SEAL Carl Higbie is now in talks to join the White House’s communications team, despite initially being more interested in serving at the State Department or the Department of Defense, a source familiar with the matter tells The Daily Caller News Foundation.

This source, who spoke on condition of anonymity, added that because Higbie is a former Navy SEAL, he’s able to put the mission in front of politics or personal agenda and will also have the backing of the veteran community, which has been important to Trump in his personnel selection for top positions.

Moreover, Higbie has said he’s supported Trump since day one. Higbie told Fox Business on Monday that he “would be honored to serve in any capacity.”

August 21: Carl Higbie, a former Navy SEAL and staunch supporter of President Trump known for his combative cable news appearances, has been tapped to join the administration as chief of external affairs for the Corporation for National and Community Service.

Higbie says he'll be responsible “for the public image, messaging and media for the [national and community service] organization.”

“My time in the media supporting the president has been an uphill battle on many networks but it has been my honor to have been aboard the Trump train since day one,” Higbie said in an email to The Hill. 

“It is unfortunate that the left wing media would rather see America fail than President Trump succeed,” he continues. 

“I have no regrets for any of my support for the president then or now. Despite what the media says I believe Trump is doing a great job and would happily debate their concerns.”

The Corporation for National and Community Service is a federal agency that oversees national service initiatives including AmeriCorps, Senior Corps, the Social Innovation Fund and other national service initiatives. It was formed under President Bill Clinton in 1993.

January 19: Trump appointee drops out after sexist, homophobic and racist rant emerges

Carl Higbie, a former Navy SEAL, made hateful comments about African-Americans, undocumented immigrants and others

Among the opinions discovered by CNN's KFile — most of them occurring in 2013 and 2014 — was the fact that Higbie once claimed African-Americans had "lax" morals. In addition to claiming that "the black race" had succumbed to a "culture that is breeding this welfare and the high percentage of people on welfare in the black race," Higbie argued, "we're promoting birth control to a black woman because of the incredibly high rate of children born out of wedlock that are under-cared for or not cared for at all."

Higbie also took issue with the use of the term "African American," arguing that "the whole African-American thing gets me whipped up because it's like 99 percent — and I'm paraphrasing here — of people who write down African-American have never been to Africa."

Higbie also targeted homosexuals.

Higbie also expressed a hatred of Muslims, insisting that he was not an Islamophobe because "I'm not afraid of them. I don't like them. Big difference." He also claimed that Muslims defecate in their hands and "bang little boys on Thursday nights."

Higbie even encouraged acts of violence against undocumented Mexican immigrants.

"What's so wrong with wanting to put up a fence and saying, 'hey, everybody with a gun, if you want to go shoot people coming across our border illegally, you can do it fo' free.' And you can do it on your own, and you'll be under the command of the, you know, National Guard unit or a Border Patrol, I think stick a fence six feet high with signs on it in both English and Spanish and it says 'if you cross this border, this is the American border, you cross it, we're going to shoot you.'"

The revolving door of Donald Trump’s political operation is opening once again for Carl Higbie.

Two months after resigning from the Trump administration for making racial, homophobic and anti-Muslim slurs on a radio show in 2013, the former Navy SEAL from Greenwich is back helping the president.

Higbie, 34, was named advocacy director Thursday of America First Policies, an opaque political group that uses the same tax exemption as “social welfare organizations” such as the NAACP to keep its donors confidential.

“The fact that I’m coming back into the fray does not mean that the president endorses those comments by any stretch,” Higbie told The Courant. “We’ve all said something we’ve regretted. I just happened to say it on the radio. It was said at a tough time in my life, coming out of the military, going through a divorce and switching careers, none of which justifies it. But I’m committed to this administration and its policies.”

March 15: America First Policies, a dark money group created to promote President Donald Trump’s policy agenda, announced on Thursday that it hired Carl Higbie — a former radio show host who made such racist, sexist and offensive comments that he resigned from his role in the Trump administration earlier this year.

Higbie, who will serve as America First Policies’ director of advocacy, left the Corporation for National and Community Service after CNN uncovered Higbie’s past comments, in which he said the majority of veterans fake having post-traumatic stress disorder, that Muslims are akin to child molesters and that people should be able to shoot immigrants crossing the border, among other things.

May 1: Trump Ally Defends Claim That ‘The Black Race’ Is ‘Lazier’

In 2013, Carl Higbie was a right-wing radio host who said that he believed, “wholeheartedly, that the black race as a whole, not totally, is lazier than the white race, period.” Higbie also argued that “the black race” had a “lax morality” and that black women believed that “breeding is a form of employment.”

In 2016, allies of Donald Trump’s presidential campaign made Higbie the spokesman of the (Trump-aligned) Great America super-PAC. The following year, President Trump named Higbie chief of external affairs for the federal government’s volunteer service.

In a Friday interview with the “John Fredericks Show,” a local radio program based in Virginia, Higbie argued that it was grossly unfair for CNN to suggest that his remarks about the black race were prejudiced, saying, “I made a statistical observation, they think that’s racist.”

January 20: Just over a year ago, Greenwich native and former Navy Seal Carl Higbie was riding high.

The married father of two who served two tours in Iraq during Operation Iraqi Freedom, was a  regular on Fox and CNN. Next was appointed by President Trump to serve as chief of external affairs for the federal agency that runs AmeriCorps.

But it all came crashing down when remarks he made in 2013 as a radio host on Sound of Freedom were published by CNN.

Overnight he became the target of global media outrage.

Higbie’s comments, available on SoundCloud, were a bouquet of racist, sexist, homophobic, anti-Muslim rants made on an internet radio program called Sound of Freedom.

He blasted Muslims saying, “Go back to your Muslim shithole and go crapping in your hands and bang little boys on Thursday nights.

Also, in May 2013 on Sound of Freedom Higbie said he did not like gay people. “You know, I don’t like gay people. I just don’t.”

In another doozie, he said, “black women think breeding is a form of government employment…”

Higbie said that after he resigned, he went to work for the Great America PAC, a Super PAC that advocates for Donald Trump, but the media pressure was unrelenting, and he stepped down.

Also, he said that while in Iraq, he kicked doors down and multiple times saw Iraqi men holding down young boys and raping them.

“One night a week it’s Iraqi tradition to have sex with little boys. Not all people, but in certain areas it’s prevalent,” he said. “We were briefed on this with Iraqi counterparts. When you’ve kicked in a door and seen a grown man holding down a little boy, and not just on one occasion… I personally experienced that multiple times.”

Also, Higbie said, at the time he was vehemently anti-gay as a result of having been raped by his gymnastics coach when he was 11.

Still, he said he has changed. “I’ve morphed a lot. I’ve evolved.”
