Citizens for Responsibility and Ethics in
Washington (CREW) is a
nonprofit 501(c)(3) and nonpartisan U.S. government ethics and
accountability watchdog organization.[3][4][5]
Founded in 2003 as a counterweight to conservative government watchdog groups
such as
Judicial Watch, CREW works to expose ethics violations and corruption by
government officials and institutions and to reduce the role of money in
politics.
Its activities include investigating, reporting and litigating government
misconduct, requesting and forcing government information disclosure through
FOIA requests, and filing congressional ethics complaints against
individuals, institutions and agencies.[6][5]
Its projects have included the publication of "CREW's Most Corrupt Members of
Congress", an annual report in which CREW lists the people it determines to be
the
Federal government of the United States's most corrupt politicians. From
2005 and 2014 the annual reports named 25
Democrats and 63
Republicans.
Since liberal Democratic operative
David
Brock became CREW's chairman in 2014, CREW has almost exclusively pursued
investigations and litigation against Republicans and conservatives. Brock
stepped down as the group's chairman in 2016 and was replaced by
Richard Painter, who went on to take a leave of absence to run as a
Democrat in
Minnesota's 2018 U.S. Senate special election. Under Painter's leadership,
CREW has pursued aggressive litigation against the Trump administration, and as
of January 2018 had filed 180 lawsuits against what it called the "most
unethical presidency" in U.S. history.

Richard William Painter[1]
(born October 3, 1961) is an American lawyer, professor, and political
candidate. He is the S. Walter Richey Professor of Corporate Law at the
University of Minnesota, and since 2016 has served as vice-chair of
Citizens for Responsibility and Ethics in Washington (CREW), a left-leaning[2][3]
government watchdog group.[4]
From 2005 to 2007 Painter was the chief
White
House ethics lawyer in the
George W. Bush administration. He is an outspoken critic of President
Donald
Trump.[5][6]
Painter has been affiliated with the
Campaign Legal Center,[7]
a left-leaning group that is a frequent critic of the Trump administration.[8]
Throughout 2017, he was involved in the CREW lawsuit against Trump,
CREW
v. Trump.
A longtime Republican and self-described centrist, in 2018 Painter ran for the
Minnesota Democratic–Farmer–Labor Party nomination for
U.S. Senate, challenging recently appointed Senator
Tina Smith.[9]
Smith defeated Painter in the primary by a wide margin.[10]
